i have not tried this method, but it may work
i think that could be done if you were to install multiple copies on different partitions of the hard drive.
but then the problem would be to get windows to recognize each separate game.
when you want to install another d2 program, if you try to install from the disc, windows recognizes that you have already installed the game, and it would bring up the "play game" screen. the only way to turn this off and force windows to see that you infact dont have the game anymore would be to go through registry editor and change the values.

From what I understand, you install one copy of the game, rename the folder, then add/remove the program. Then you install it again with the 2nd set of cd keys.
However, I thought the cd keys were stored in the registry, meaning that if you uninstall you will also remove the cd keys?.
Or maybe you:
1) Install it once.
2) Rename the folder
3) Switch to a different user (Fast user switching).
4) THEN you uninstall.
5) Then you reinstall with different CD keys.
As long as the keys are stored under HKCU and not HLKM, I think you'd be fine?

even if you were to rename the folder, that would break all references to it. your registry values may get screwed up

If you rename the folder, and then maybe fix the registry values for each (the first) user, would that work? It would be like having 2 copies of Diablo II installed.
But is there a better way of doing this?

Install D2
Create a folder called "Diablo II 2" exc
Copy files from "Diablo II" folder to your new d2 folder
Search search and download "d2gfx.dll 1.12a" on google
Copy the file "d2gfx.dll" to both diablo folders.
Search google and download "d2skey v1.11b" (made for 1.11b but works for all versions)
Use d2skey v1.11b to install your second key
No d2 loader needed
as far as i can see d2gfx.dll is a client side file and sends no data to blizzard and therefore is not banable.
however i am aware blizz thinks mutiple instances are not acceptable and i am not sure if they will ban for this reason alone
I have used this methed since d2loader had been detected and i am still ok.
Hope this helps.

They've been banning for d2gfx.dll since they banned for d2loader.
Also, I'm unsure as to how to change the key. I downloaded the cd key changer, but there are only 2 options.
1) Update the key, which changes it for BOTH keys
2) make an mpq file, which you can't use without loader.
Any suggestions?

Anyone have a solution? Even when I do it with fast user switching, it still only uses one key, whichever I change to last. I don't know how to do it without loader + an mpq file.
Ah, finally got it. The trick is to have ONE of your installs in your Program files folder, and one of them in a folder local to the user such as my documents, or C:/Documents and Settings/<2nd username>
