Back to topic, about the decline of technology. It's possible, but doubtful. If you're wondering about the Dark Ages, It was an 800 year period when The Church banned all science related work. Just think of where we would be if that didn't happen. We would have had Pentium 4 back in 1204 (if things progressed the same as they did after the dark ages). And yes, I do believe there is other life. It would be IMPOSSIBLE to have all these other galaxies and star systems and be the only life.

i agree there must be billions of life forms out there some have been killed some are in war with each other some are evoling some are dying. it may even be possible that aliens put us on this planet hundreds of years ago

It would be more like thousands of years ago but It's possible. The universe is too big for us to be the only ones. There are probably some species out there similar to us even and some that are behind us technologically and some probably far ahead of us.
