Newb question *sigh*

Hey how come when i click optamize save as i cant find save as .Gif i tried i know what im looking for i was doing the glowing text thing i got it all done but i cant save it in .gif what should i do?

save it in PSD zip it and attach it here so someone else could save it as .gif for ya

okay i have no idea how too do that isnt there mabye a program that could allow me too make .gif files? and also how do i make a pic smaller with out cutting out any of the pic?
