wow... why would it tell you to manually set up a dynamic ip address? the documentation looks good from a glance, but i dont think that you needa do all of that stuff. steam and other programs dont usally need to be port forwarded, maybe utorrent but thats it. i use steam myself and i dont need to forward it. try reseting the whole router useing the manual reset button on it. if that doesnt work, go into your router and disable the firewall useing the documentation.. i linked it for ya so you dont have to search for it
thats pretty much all i can think of
