There are two things you can try that I know of:
1 Make sure that the last device on your cable is master, so maybe your cd rom. Then, make the second device, your HD, slave.
2 You can set the jumpers to cable select and the device on the end will be master and the device in the middle will be slave.
One other thing, if your using a Western Digital drive and it is the only device on the cable, then remove all jumpers and attach it to the last position on the IDE cable. Good luck
And another thing, it definitely sounds like your having a hardware issue to me. It seems like your jumpers are F'ed up some how. To be safe, take out your HD and CD Rom and look at the jumper settings. One has to be master and one has to be slave or you can try the cable select method. Until you can see your devices in the bios, your computer will not boot. Good luck again
