so when i get a realm down do i just change IP to get bak up

a realm down shouldnt require you to change IP's but then again I dont bot so I have never been realm down'ed. Also it depends on which IP BNet logs. The one that this thread shows you how to change or your ISP/IP. Its concievable they ban using both.

U cna change the ip of cabble by un pluging the cable modem for 30 minutes. I rather have to wait 30 minutes then 24 to 48 hrs for the rd to clear
