I don't like how slow Blizzard is. I'm a lot more worried about the FBers with insane fcr. That's just me though. I'm sure a good Blizz Sorc would cut through me in seconds.
Also, I think that one of the previous poster means by Blizzard being the most powerful attack is that combined with a souped up Cold Mastery, it owns. At Level 20, Cold Mastery already reduces Cold Resist by 100.
I'm going to just think up a Cold Sorc right now.
Helm: Shako (5/5 Facet or Um'd)
Armor: CoH (5/5 Facet or Um'd) OR that new runeword with PulRalSol.
Amulet: +3 Cold Skill/Fcr/Resists OR Maras
Weapon 1: Heart of the Oak OR +3 Eschuta's (5/5 facet)
Shield 1: Spirit Monarch OR 20/20 Monarch (personal preference)
Weapon 2: Call to Arms
Shield 2: Spirit Monarch
Belt: Arach
Rings: 2x SoJ
Gloves: Trang OR Magefists
Boots: Waterwalk
Merc
Weapon: Eth CV Infinity
Armor: Fortitude Hellforge Plate OR Up'd Shaft
Helm: Andy's
In inventory, there should be 9x Cold Skill Gcs, 1x Cold Sorc Hellfire, 1x Anni, and 10x 20 life scs.
Depending on which shield you use you could have up to +28 to skills and +29 when you Battle Command/Battle Orders (Level 49 Blizz and Synergies). With that same build, you can have up to 10/10 Cold Skill and 15/15 if you have the Eschuta's on. If you used the Facet'd shield, you can have 45/45.
Alright, now let's say you chose the Eschuta's and Spirit Monarch. That would give you +29 (after BC) and 15/15. Combine that 15/15 with a Level 49 Cold Mastery (I think that's -245 Enemy Cold Resistance). With the facets, just add -15 (-260). Finally, put Conviction into play from merc. Now you're good to go.
I'm not sure how much damage Blizzard would do at that point, but I can guarantee that it would most definitely hurt even with Cyclone Armor, Dual Ravens, and any other Cold Absorb gear.
Sadly enough though, I can't afford this kind of gear on Ladder so I'll have to wait til stuff gets cheaper
