Probably wont make too much of a difference with a Celeron and probably isn't too smart to do with a Celeron since they aren't exactly "heat efficient." However, with the right program you can over clock any system.

Speed Fan some times mislabels things so be careful, it lists my memory as a fan, when over clocking you are taking a risk of damaging your hardware.
I could find a program for you if I weren't at work, it's been years since I've had to use a program to over clock since I'm using mobos with built in over clocking these days.

You need to manually change your bus for ram in the bios. your mobo can handle 800fsb so make sure you are using better ram to oc it. pentium D range can safely hit 3.6 from the factory. Im guessing you might be able to hit 4-4.2ghz but you will need to use a better heatsink fan for cooling purpose. The thermaltake V1 is the highest rated one there is atm runs about $60 USD. I think coolermaster has a subzero7 or something like that for half the price or lesser. To hit 4ghz tho your bus would have to change from 133 to 160. This will also need a decent power supply for overclocking as well as getting there in baby steps.maybe even slightly increasing your voltage use. plugging a larger number might not just work.
Like spoon said you might need a program to help you keep it stable. Good luck on that I dont know of many besides the ones that come with oc mobo like asus or gigabyte. Try to grab prime 95 while your at it to run it after you oc it to make sure its stable imo.
Now lastly your temps are usually measured in Celsius not fahrenheit. 70F = 21c which is very low on temp. 70c = 158 which is very hot and wont be able to oc. Most ppl who take core2duo's and oc them are going up 5-10c on idle a and maybe 10-15 on load depending on how high they oc it. you really want to stay undr 65c. 65c-100c is the rating on frying an intel chip. In the end the more heat it takes on the abuse side the sooner it will die. the avg life of a computer is 10 years but like a car could be more depending on how it it taken care of and how often you tune it up etc...etc.. etc..

what ever u do don't overclock to much on stock cooling
overclocking can shorten your hardwares life without the right cooling so make sure u have good airflow in your case and going to the cpu or w/e u may want to overclock

when you reboot press f2 to get into your setup and change it back. overclocking wont blow your cpu if your setting is too high your system just wont load or run correctly. once it runs for awhile then it can shorten your other hardware and such like blowing a cap on your mobo.

You can set your bios to shutdown your comp at a certain temp just as a precautionary and preliminay measure before you actually invest in an after market cooling system.

Beeps are for a code. How many times does it beep? And im thinking you could have fried your memory stick. Try taking it out and changing them around. If you have a pregnate cap then you can fix it by soldering on a new one.

Beeps could also be harddrive failure so if you another drive to boot off of try it.

lol you had cmos/bios posting problems from a battery isuue? well that's pretty shitty to go thru with all that stress n shit. Next time save some sanity and divide and conquer. IT will narrow things down faster n easier.
