I've barely heard of that brand. Also Via is the worst chipset created, I would avoid it at all costs (speaking both personally and from other's experiences). What is your total budget?
I would email them and see what you actually get. A 3200 is much more believable, since a 3500 by itself is around 200 bucks. In which case that is not as good a deal.
I would suggest something like a 3200 and a nice motherboard from newegg, would cost your 20-30 bucks more but it'd def. be worth it. I think I was gonna say something else, but I forgot :/
